Preheat oven to 400F.
Dissolve sugar and yeast in water. Let it rest for 5 minutes. Then add oil, salt, and flour 1 cup at a time. Stir until a soft dough forms.
Flour the surface; knead the dough until smooth. Put the dough in a greased bowl, cover and let it rise for 1 hour.
Meanwhile, heat 1 tbsp oil in a skillet and sauté onion for 2 minutes. Add beef and cook until it changes its color.
Take the dough out of bowl and divide it into two equal halves. Place and press each half in a 12 inch baking pan.
Now, combine tomato sauce, basil, and oregano. Spread overthe dough. Spread beef, green pepper, and cheese over the top.
Bake until the cheese has melted and crust is lightly golden brown (for 25 to 30 minutes). The pizza is ready!
