To begin with, in a large-sized saucepan add water, rice, salt, and cinnamon. Set the pan on high flame and cook.
Bring the mixture to boil and cook until the rice is boiled and gets tender for at least 15-20 minutes.
Drain out the water, dispose of the cinnamon, and set the cooked rice aside. After a while, put the cooked rice in the same saucepan, and then it's time for the next step.
Now pour in the condensed milk and evaporated milk in the rice and whisk it well. Also, whisk in the whole milk. Also, add a cup of sugar to the liquid mixture.
Boil the mixture and then cook until it gains a thick consistency. Cook for at least 20 minutes.
Now in the next step, add the raisins to this mixture. Mix well and cook.
Then transfer the whole rice pudding to your serving bowl and to dress it, dust the top with the grounded cinnamon and nutmeg to make it look even better.
